Raised when a SIM connectivity reset is requested but not permitted.
When the operation is temporarily unavailable because the downstream carrier is undergoing maintenance and not accepting requests.
When a SIM does not support the operation or is not in a status that allows it to connect to a cellular network.
When operating, ensure that no ongoing maintenance is in progress.
When verifying a SIM, ensure that it is not a Narrowband SIM.
When checking a SIM, ensure that it is in ready or active status.
